Biography: David A. Golden is Senior Counsel with Eastman Chemical Company where his practice focuses on international, federal, and state environmental issues. He also leads the Company's federal Clean Air Act-related advocacy. Prior to working for Eastman, David was in private practice with the law firm of Hunton & Williams representing companies in the chemical, electric utility, pulp & paper, glass, aerospace, flexible packaging, automobile and airline industries. David has done extensive work under the Clean Air Act including permitting and enforcement actions, negotiations with federal and state agencies, litigation before judicial and administrative entities, and participation in federal and state rulemakings. He is a member of the state bars of Tennessee and Georgia. He is on the editorial board of Natural Resources & Environment, a journal published by the American Bar Association Section of Environment, Energy, and Resources. David is a frequent speaker on Clean Air Act topics and has authored several articles relating to the Act.

This presentation will cover this ground in its discussion of the underlying theory of and practical approaches to Title V certifications and the reasonable inquiry required prior to such certifications. The discussion will include a summary of salient court cases, EPA guidance, and rulemakings.
