Biography: Ed Bonekemper has been a Federal attorney for 33 years – 11 of them as a Coast Guard officer and the last 15 working on hazmat transportation issues at DOT. He directs legal activities at DOT concerning hazmat transport regulations, enforcement and preemption. He has a BA cum laude from Muhlenberg College, a JD from Yale Law School, and an MA from Old Dominion University. He is the author of a controversial book entitled How Robert E. Lee Lost the Civil War.  

Abstract: Ed Bonekemper will discuss the status of Administration and congressional efforts to improve the Federal hazardous materials transportation statute to address current problems in the field. He also will talk about the latest developments concerning open DOT regulatory actions and pending and recent preemption decisions and litigation.
