Biography: Gerald W. Phillips is currently the Corrective Action Manager for the Waste, Pesticides and Toxics Division (WPTD), U.S. Environmental Protection Agency (EPA), Region 5 in Chicago, Illinois. Mr. Phillips has held this position since October 1, 1995. He has worked in the Regional office of U.S. EPA for over 25 years with a range of responsibilities, including as Chief of the Region's Office of Underground Storage Tanks (UST) for eight years, as Chief of the RCRA Solid Waste and State Programs Section for over six years, and in the Water Division on Stream Standards and Construction Grants. Mr. Phillips represents the Region on issues related to implementation of the RCRA Hazardous Waste Corrective Action program, and Chairs the Division's Council on corrective action for UST and TSCA-PCBs. He has developed a variety of Guidance and Policy documents which range from Performance-Based Cleanup to Institutional Controls at regulated facilities. Mr. Phillips has served on several ASTM work groups including those which developed the Standards for Risk Based Corrective Action (RBCA) for Petroleum and for Chemicals. Mr. Phillips holds a BFA with a major in Architecture and Master of Architecture from the University of New Mexico.

Abstract: The fundamental goal of the RCRA Corrective Action program is the cleanup of a facility in a practical and cost effective manner. The cleanup effort should be done as a partnership between the facility owner and the regulatory agency. Cleanup efforts at the facility must have a performance-based result as the end goal, with administrative process kept to a minimum. U.S. EPA Region 5 is successfully achieving this type of cleanup at many facilities.
