Biography: Mr. David M. Einolf, CHMM, ARM is URS Corporation's Portland, Oregon - based Director of Industrial Compliance Services. Mr. Einolf's most recent experience has been with the implementation of the OSHA Process Safety Management (PSM) standard (29 CFR 1910.119).

Mr. Einolf has 19 years experience in the environmental arena; most of them involved with process safety and risk management planning. His accomplishments include:

-Certified Hazardous Materials Manager (CHMM)
-Associate in Risk Management (ARM).
-Completion of a number of large, multi-site PSM implementations as well as many single facility projects
-Currently serving s the PSM and Chemical Safety Coordinator for the -Salt Lake Organizing Committee for the 2002 Winter Olympics
-acted as an expert in legal proceedings involving questions of PSM -compliance on numerous occasions
-successful defenses involving both state and Federal OSHA
-completion of more than 300 compliance audits focusing on a wide range of environmental, health, and safety programs
-particular experience in the development of process safety management programs for diverse industries.
-completion of more than 500 industrial compliance assignments over the past ten years.

Mr. Einolf received his BA in Earth & Planetary Sciences from the Johns Hopkins University, his MS in Marine Biochemistry from the University of Delaware, and holds a MBA in Finance from the University of Chicago.

Abstract: The upcoming Winter Olympic Games in Salt Lake City are remarkable for a host of reasons. The Games include a substantive focus on the environment, including environment as a cornerstone of the Olympic effort. Furthermore, the Games' location in Salt Lake City places them in the midst of the largest population to be involved on the Winter Games. With venues scattered through the Wasatch Front and Back, the games offer a diversity of locations that are unlike any previous Olympic competitions.

Several Olympic venues will use hazardous materials to provide ice surfaces (primarily through ammonia refrigeration) and have developed hazardous materials emergency management strategy. Among the venues, the bobsleigh/luge track at the Utah Olympic Park is covered by both OSHA's Process Safety Management and EPA's Risk Management standards. The URS team has provided support to the Salt Lake Organizing Committee for the 2002 Winter Games (SLOC) for both U.S. EPA Chemical Safety Audits and Utah OSH Process Safety Management compliance inspections. Our experience provides valuable lessons for facilities concerned with emergency response coordination, emergency response for spectator populations, and for facilities facing potential regulatory compliance inspections.
