Within the Illinois Environmental Protection Agency he was Deputy Manger for the Bureau of Land, Manager for Solid and Hazardous Waste Field Services, and Manager of a Regional Solid and Hazardous Waste Field Office. Presently Mr. Child is Chief of the Bureau of Land, which has a staff of 400 employees with a total budget of 100 million dollars. In this capacity Mr. Child is responsible for administering statewide waste management programs including Leaking Underground Storage Tanks (LUST), remedial projects (Superfund, Voluntary Cleanup, and Brownfields), hazardous waste, solid waste, underground injection control, groundwater, and noise pollution Control. Other responsibilities include advising the Governor’s staff on solid and hazardous waste matters, serving on the advisory board to the State of Illinois Waste Information and Research Center, and coordinating with other relevant bureaus (Air and Water Bureaus). In regard to legislation relavant to the Bureau, Mr. Child is involved in its development and implementation and respresents the Administration position and provides testimony to the legislature. Since 1982, Mr. Child has been actively involved in the Association of State and Territorial Solid Waste Management Officials (ASTSWMO). Accomplishments include: 1984 Member of RCRA Committee. 1986 Member of Superfund Committee Chair of the CERLCLA Committee Board of Directors, Region 5 Board Member 1987-1988 (Vice-President) 1988-1889 (President) 1989-1900 (Past President) ASTSWMO representative for Keep America Beautiful He testified before Congress on Superfund Reform, Incinerator Ash, RCRA and Solid Wastes. Mr. Child was born and raised in Central Illinois. He now lives in Petersburg, Illinois, is married with one son, and volunteers as a scout leader and sports coach. |
